For Central Universities / Deemed Universities Maintained by the UGC
1. Recognizing the fact that the utilization of building and infrastructure grants is severely hampered due to the procedural requirements that make it mandatory for the Central / Deemed universities maintained by the UGC to obtain prior approval for each building project separately, it has been decided to simplify the process.
2. It has been decided that in respect of the Central / Deemed universities maintained by the UGC, such proposals are required to be duly scrutinized by the Building & Works Committees of the Universities with technical experts on it. Then the proposals in the format given in the Annexure are to be placed for approval in the respective Finance Committees having representative of the UGC and the Ministry of HRD on it. Whereas, it is not feasible to obtain prior approval of Finance Committee, the same may be reported to the Finance Committee in its next meeting for ratification.
3. The procedure shall come into immediate effect. To the extent given above, the Guidelines for Development Grants to this category of Universities stand revised.
