Special Development Grant for Young Universities

1. Introduction

At present the biggest challenge before the nation is to meet the diametrically opposite demands of quality education and an increasing number of students aspiring for higher education. The need for both quality and quantity in higher education demands better academic and physical infrastructure, greater financial resources and an increasing number of educational institutions. To match this increased demand and with the advent of a conducive socio-political environment, new universities are being established every year. These new universities also need to develop their infrastructure, which requires substantial funding; a new university is normally devoid of such infrastructure at the time of its establishment. Therefore, one of the thrust areas identified by the UGC during the X Plan is to strengthen these newly created universities by providing them additional grant.

2. Objectives

To create basic and bare minimum infrastructure and to improve/expand the existing infrastructure of Young Universities so as to enable them to attract more students, and teachers and to help introduce new courses.

3. Eligibility/Target

The universities which have been included under Section 2(f) and declared eligible for central assistance under 12 (B) of the UGC Act of 1956 during VIII Plan onwards will be eligible to receive grant from UGC under this new scheme of Special Development Grants for Young Universities. A list of eligible universities as per records available in the UGC is in
Annexure-IV.

4. Nature of Assistance

The eligible universities will get assistance as a one time grant over and above the X Plan allocation up to a maximum of Rs.1.00 crore (One crore rupees) under this scheme for augmenting/improving/extending their physical infrastructure.

The grant provided under this scheme can be utilised exclusively for creating infrastructural facilities of a capital nature such as libraries, hostels, staff quarters, class rooms, laboratories, canteens, auditoria, guest houses, play grounds etc.

5. Procedure for Applying Under the Scheme

The eligible and desirous universities may submit their proposal for availing the assistance under the scheme on or before 31st October of each calendar year in the prescribed format only (
Annexure I). Attested copies of the required documents must be annexed.

6. Procedure for Selection by the UGC

Proposals received in the prescribed format only (completed in all respects) from eligible universities will be processed and examined based on the information provided. Thereafter selected universities will be invited to give a presentation before an expert committee. Based on the recommendations of the expert committee, admissible grant will be approved, before 31st December of each year.

7. Procedure for Relase of Grant

Once a proposal is approved by the Commission, the admissible grant will be released in the following way:

  • 1st installment 50% of the allocated grant with the letter of approval/sanction

  • 2nd installment 40% of the grant on submission of 100% utilisation of the 1st installment with detailed statement of expenditure along with progress report of the building project/s undertaken, if any.

3rd and final installment Remaining 10% of the grant will be released on receipt of Utilisation Certificate ( Annexure II)and Statement of Expenditure ( Annexure III), progress report and completion certificate from the University Civil Engineer along with other completion documents required as per UGC building norms.

8. Procedure of Monitoring

There is an inbuilt monitoring system in the scheme, which will be done through the submission of an annual progress report, the submission of a statement of account, and the utilization certificate and completion documents etc. (in case of infrastructure building projects). However, the Commission reserves the right to send an expert committee for an on-the-spot monitoring of progress, if deemed necessary.
