Dear Sir,
You may be aware that during the X Plan period the Commission has introduced the Scheme, “Colleges with Potential for Excellence” (CPE) and also identified 47 colleges in the first round. The names of the colleges selected in the first round have already been put on the UGC website www.ugc.ac.in.
You may also be aware that the Commission had fixed quota for each State for selecting the colleges under the CPE Scheme. The quota for a State was fixed taking into account the total number of colleges under Section 12 B of UGC Act in that State. The enclosed table gives the picture about the quota fixed for different States, the number of colleges awarded CPE status during the first round and the balance slots available during the second round. As could be seen from the enclosed sheet, the quota fixed for the following States have already been filled-up during the first round itself, while in many States either few slots or none have been filled up.
Tamil Nadu.
Delh.
Goa.
Kerala.
It is the endeavour of the Commission that equity is to be maintained in the award of CPE status to the colleges across the States. Keeping this in mind it is proposed to fill up the slots on priority wherever vacant slots are at present available. After this process is over, a review will be undertaken with a view to increase the slots available to all the States. At that time all the above four States will also be covered again.
This scheme is applicable to the following types of colleges only .
Colleges included under Section 12B of the UGC Act.
Colleges offering Arts/Science/Commerce/Education courses.
Based on the experience gained during the first round, the Proforma for applying under the CPE Scheme has been revised with the help of an Expert Committee, while the Guidelines for the scheme is the same. Kindly arrange to download the proforma from the UGC Website and arrange to circulate it to all the eligible colleges.
It may kindly be noted that the first level of screening is to be done at the university level and the second level will be done at UGC level. The screening of colleges for selection at the first level may be done through a committee appointed by the Vice-Chancellor. Each university may nominate the names of six colleges only as recommended by the Screening Committee. The minutes of the Meeting of the Screening Committee shall be sent to UGC as per the Proforma enclosed. The university may send only one copy of the proposal in respect of the recommended colleges, while the colleges may be asked to keep at least six more copies with them for future use.
It may kindly be ensured that the Screening Committee constituted by the Vice-Chancellor shall make an on-site inspection of the colleges recommended by it and give a Certificate to the effect that the data provided by the colleges are factually correct. It may kindly be noted that a college proposal will be assessed by the Commission only if such a Certificate and the Minutes of the Screening Committee are enclosed along with the proposal of the college.
Kindly arrange to send the names of the recommended colleges along with the above certificates to the undersigned on or before 11.02.2005.
