The Commission considered the matter regarding promotion of Indian Higher Education abroad to facilitate Indian universities to offer programmes abroad at its meeting held on 21st September, 2004. The Chairman, UGC constituted an expert committee as under:

The expert committee met twice and formulated draft guidelines on the subject. The committee desired that draft guidelines may be put up on UGC website and invite comments from research scholars and educational experts in the field of education.
