UGC-NASSCOM MoU


On 16 March 2005 UGC signed a MoU with NASSCOM - an apex body representing the IT software and services industry in the country to take up collaborative activities for IT workforce development in the country through curricula, faculty, infrastructure and pedagogy improvements in line with IT Industry's requirements.

Specific activities have been initiated under this MoU.

Retraining of IT Faculty initiative relates to faculty development and training in the area of IT by way of paid sabbaticals in the IT industry.For more details, IT Faculty interested in this activity may download the application form and send the same to pagarwal@ugc.ac.in.

    UGC-NASSCOM Initiative on Retraining of IT Faculty

    Background

    Today, India is increasingly acknowledged as the emerging 'services-hub of the world' with over 24 percent share of the global IT/off-shored IT enabled services market. Its rich human resource base is the key driver of this.

    According to the recent report of the Working Group set up by Department of IT on 'Strengthening the human resources foundation of the IT services and IT-enabled services industry', significant pressure exists on the present education system to ensure steady and quality supply of appropriately skilled human resource and thus maintain its momentum and share of the global opportunity.

    The current graduate output and employment preference trends suggest that in the absence of any corrective interventions there could be significant shortfall to the tune of 0.5 million (roughly 23 percent of the industry's requirements of 2.1 million) for IT services and IT-enabled services. Some of the recommendations of the report are: review and changes in the curriculum, faculty development, training infrastructure and delivery mechanisms as well as student evaluation and certification approach.

    To address the issue proactively and ensure that the country moves towards becoming a 'knowledge hub', availability of well trained faculty development is crucial. NASSCOM, as the representative of the IT software and service industry in India, is determined to ensure India’s emergence as a ‘knowledge hub’.

    The proposed program aims to address one of the very crucial areas highlighted by the report viz. – faculty development and training in the area of IT by way of paid sabbaticals into the industry. The knowledge and skills gathered would in turn be imparted to the students.

    Objective



    Up-gradation of the skill-sets and knowledge base (in the area of emerging technologies, project management skills related to information technology) of the existing technical faculty in the middle raking universities and colleges in partnership with IT industry.

    Strategy

    Roll out initially with a pilot project and then scale to national level resulting in imparting of relevant education to the students as per the IT industry requirements.

    Development and training of twenty (20) faculty drawn from the university system in the area of IT by way of paid sabbaticals in IT Industry.

    Costs

    UGC would reimburse actual cost of return travel of faculty (restricted to AC two Tier) from the Institute to IT Industry. UGC would also bear the actual cost of boarding and lodging subject to a monthly ceiling to be decided later. One of the Universities shall be identified as the Nodal Institution for coordinating the activity and shall be reimbursed incidental expanses for co-ordination purposes.

    A Brief Note

    Higher Education Institutions have to play a more proactive role in promoting entrepreneurship and enterprises. Promoting entrepreneurship through institutions of higher learning is the only way to ease pressure on the already tight job markets and create new opportunities for the large population in this Country.

    In this context, UGC has partnered with NASSCOM (National Association of Software and Service Companies) to set up Techno-Business Skills Development (TSD) Centres. These centres would encourage development of technical and business skills, entrepreneurship and setting up of knowledge based enterprises by fostering better linkages between academic institutions, IT industry and R&D institutions, through establishing a physical-operational base within the academic premises.

    1. Provide on-the-job learning to students, while exposing them to business and commercial imperatives
    2. Encourage entrepreneurship, involving innovative business concepts or high-end technology
    3. Foster positive industry influence and interface with the faculty and students

    Pilot Project



    As a "Proof of Concept", TSD Centres could be set up on a trial basis at two reputed Universities to start with. After trying these as a pilot, we can look at other possibilities. Such Centres can be established in large numbers particularly in the Northeast and Jammu & Kashmir.

    Concept

    These two centres could have focus as follows:

    Concept 1: Focus on Virtual Development of Software

    IT Industry is testing out a new methods of Software Development that will involve teams of well trained Solution Architects. The Solution Architects will be involved in developing templates for applications in areas like Retail and Financial Services. The templates will serve as design components that will be converted to code at an automated program generation factory.

    In the overall Software Development process, the Business Analysts will provide the input to the Solution Architects who could be young students of Software Engineering based in the TSD Centres. These architects will provide the designs in a pre agreed format which will then go into the development and testing stages. The last two will be done in a controlled environment at the company's premises.

    Getting some of its work done in the TSD Centres and training number of bright students who can eventually be directly employed by the company would provide a value preposition to IT Industry. There should be no difficulty in getting, IT companies interested in it.

    Students would benefit by working at the leading edge of technology and learning the art of Solution Architecting.

    Concept 2: Focus on Knowledge Research for High End BPO

    While BPO has started off in India as outbound and inbound call centers needing good voices and communication but not very high intellect, the emerging opportunities in BPO are higher value added areas like Equity Research, Human Resource and e-Learning Content Management and Accounting Back office. The design of data gathering and analysis templates can be worked out by the IT Company's BPO project managers and small teams of students can work in the TSD Centres with clearly defined deliverables.

    Having well motivated and intelligent students-ideally working on functional projects and getting trained on processes so that they can be considered for employment at a later stage would provide a value preposition to IT Industry. There should be no difficulty in getting, IT Companies interested in it.

    Students would benefit by working in interesting areas where they would eventually build careers.
