Performance Radars


Keeping in view the UGC's mandate for maintenance of standards of teaching, examination and research in universities, the UGC, during the tenth plan, has decided to link 1/3rd of the tenth plan funding with the performance of the university during ninth plan period. To evaluate the performance, the UGC has devised three proformas, which would enable the UGC to evaluate the performance of the universities in three spheres namely Academic, Research and Governance.

The visiting teams, which visited the universities, at the beginning of the tenth plan, collected and verified the information from individual universities on these proformas for preparation of development radars. The radars are being developed based on 10-12 indicators developed for each and every sphere and by plotting the data with reference to the benchmark figure. The benchmark figure has been stipulated through an expert committee based on the current situation prevailing in the Indian Universities rather than an ideal situation to give advantage to the universities, this being a first time exercise. Apart from this, a second level advantage is being given to the universities to normalize the data based on the location of the university (urban, semi-urban and rural) and the type of the university (central, deemed and state). The universities would also be given a chance during the midterm review to improve upon their performance to get higher performance linked grant.

The performance score of the universities would be determined based on the average area covered by the polygon in the three radars. For instance, a university getting a performance score of say 78 would get only 78% of the performance-linked grant rather than whole 1/3rd grant.

The UGC, based on the data received from various universities has prepared the performance radars of all the universities. These radars have been sent to the universities to verify the data. So far about 75 universities have sent the verified data back to the UGC. The final radars of 75 universities are under preparation and shall be put on the UGC web site soon.
